Safeguarding Oversight Strategy 

1. Strategic Vision 

Safeguarding is central to the culture at Salt Training Limited. We are committed to creating a safe, inclusive, and supportive environment where all learners are protected from harm and empowered to seek help. Safeguarding is embedded across all levels of the organisation, from operational delivery through to senior leadership and governance. 

2. Learner Awareness and Access to Support 

Salt Training Limited ensures that all learners are fully informed about safeguarding and how to access support: 

  • All learners receive safeguarding tutorials as part of their welcome/induction presentation. 

  • This includes: 

  • Clear guidance on how to get help and support 

  • Identification of trusted staff members they can approach 

  • Information on confidential reporting routes, including: 

  • Dedicated safeguarding phone number 

  • Online reporting forms via the company website 

  • Learners can report safeguarding concerns 24 hours a day, 365 days a year through online systems. 

  • Learning environments and private areas (including gender-neutral toilets) provide: 

  • Clear safeguarding signposting 

  • QR codes linking to external support services, including: 

  • Domestic violence support 

  • Financial hardship guidance 

  • Online safety resources 

  • Healthy relationships advice 

  • Protective characteristics awareness 

 

3. Operational Safeguarding Monitoring (Frontline Delivery) 

Safeguarding is actively managed at the operational level through teaching staff and safeguarding officers: 

  • All concerns are recorded using the CPOMS (Child Protection Online Management System), ensuring: 

  • Secure and accurate record-keeping 

  • Monitoring of open cases 

  • Tracking of external referrals 

  • Teaching staff embed safeguarding within: 

  • Daily interactions with learners 

  • Curriculum content and lesson planning 

  • Immediate concerns are escalated to Designated Safeguarding Leads (DSLs) or deputies. 

 

4. Staff Support and Supervision 

To ensure staff are confident and supported in managing safeguarding: 

  • Daily safeguarding drop-in sessions 

  • Delivered by qualified safeguarding officers 

  • Provide guidance, case discussion, and supervision 

  • A holistic safeguarding supervision process ensures: 

  • Staff wellbeing is supported 

  • Cases are managed effectively and consistently 

 

5. Structured Oversight and Escalation Framework 

Salt Training Limited operates a multi-layered safeguarding governance structure: 

Level 1: Safeguarding Officers 

  • Manage and respond to cases 

  • Provide daily operational oversight 

  • Support staff through supervision and guidance 

Level 2: Termly Safeguarding Committee 

  • Chaired by the Designated Safeguarding Lead (DSL) or Deputy DSL 

  • Membership includes all safeguarding officers 

  • Focus areas: 

  • Case trends and themes 

  • Quality of interventions 

  • Staff support and training needs 

Level 3: Termly Safeguarding Board 

  • Chaired by an Independent Safeguarding Consultant 

  • Membership includes: 

  • Senior DSLs and Deputy DSLs 

  • Provides: 

  • Independent scrutiny 

  • Strategic oversight 

  • Quality assurance of safeguarding practice 

Level 4: Governance Oversight 

  • Safeguarding is reported at quarterly governance meetings 

  • Ensures: 

  • Accountability at board level 

  • Scrutiny of safeguarding performance 

  • Challenge and strategic direction 

 

6. Accountability and Record Keeping 

  • All safeguarding meetings are: 

  • Formally minuted 

  • Supported by action logs 

  • Ensures: 

  • Clear accountability 

  • Timely completion of actions 

  • Full audit trail of decisions 

 

7. External Agency Engagement 

Where necessary, Salt Training Limited works closely with external safeguarding partners: 

  • Police 

  • Early Help services 

  • Kent County Council (KCC) Front Door 

  • Local Authority Designated Officer (LADO) 

These partnerships ensure that: 

  • Serious concerns are escalated appropriately 

  • Learners receive specialist support when required 

 

8. Staff Training and Safer Recruitment 

Salt Training Limited ensures all staff are appropriately trained and recruited safely: 

Training 

  • Mandatory annual training for all staff includes: 

  • Safeguarding children and young people 

  • Safeguarding adults 

  • Prevent duty 

  • Equality and diversity 

  • All staff annually read and confirm understanding of: 

  • Keeping Children Safe in Education (KCSIE) updates 

  • DSLs and deputies: 

  • Are highly trained and experienced 

  • Receive regular updates (including NSPCC guidance) 

Safer Recruitment 

  • All recruiting managers hold safer recruitment qualifications 

  • Robust recruitment processes are followed, including: 

  • Pre-employment checks 

  • Maintenance of a Single Central Record (SCR) 

9. Quality Assurance and Continuous Improvement 

To maintain high safeguarding standards: 

  • Annual safeguarding reviews are conducted 

  • Safeguarding audits are completed using: 

  • NSPCC audit tools 

  • Outcomes drive: 

  • Continuous improvement 

  • Policy updates 

  • Staff development 

 

10. Safeguarding in Curriculum and Culture 

Safeguarding is embedded across all aspects of organisational life: 

  • Integrated into all curricula 

  • Considered in lesson planning and delivery

  • Respect for diversity and protected characteristics
